Nine departments including China’s Ministry of Industry and Information Technology have unveiled the “15th Five-Year Plan” for the development of the intelligent connected new-energy vehicle industry. According to TMTPost, the plan sets the basic realization of new-type industrialization as its goal and stresses coordinating development and security. It covers the electrification of passenger and commercial vehicles as well as the large-scale application of advanced autonomous driving. It aims to consolidate the advantages of the domestic industrial chain and join the ranks of the world’s automotive powerhouses.

Nine Departments Jointly Release Development Plan

The joint signatories are the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, and the Ministry of Commerce. They are joined by the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, and the Cyberspace Administration of China. The framework will strengthen coordination between central and local governments and among departments to advance implementation of the plan in an integrated manner. The Ministry of Industry and Information Technology will take charge of overall coordination to promote high-quality development of the industry.

The plan positions intelligentization, greening, and integration as the directions of development. Its principles call for technology-innovation leadership, safety first, and cross-sector integration. It upholds efficient governance and open cooperation, and advances the integration of scientific and technological innovation with industrial innovation. It will leverage both domestic and international markets and resources.

Coordinate development and security, take the promotion of high-quality development as the theme, and make breakthroughs in key core technologies

The above summarizes a passage outlining the plan’s basic stance. It is positioned to support the realization of Chinese-style modernization and the building of a modern powerhouse. It aims to further establish the automotive industry as a pillar of the national economy. It also calls for taking the lead in peaking carbon emissions and shifting supply chains to low-carbon models.

Full Picture of Numerical Targets for 2030

The targets adopt a “1+4” structure, presenting a set of indicators looking toward 2030. The “1” overall goal is to further consolidate advantages across the entire industrial chain. It will raise the share of new-energy vehicles in domestic new-car sales to 70% for passenger cars and 40% for commercial vehicles. It also seeks to realize the large-scale application of vehicles equipped with autonomous driving functions.

One of the “4” sub-goals is to improve key technology levels. Average fuel consumption for passenger cars will be held to 3.3 liters per 100 kilometers. Average electricity consumption for pure-electric passenger cars will be brought to around 11.5 kWh per 100 kilometers. Advanced autonomous driving will be realized on expressways, urban expressways, and some urban roads.

Optimization of the industrial structure is also included among the sub-goals. Overall labor productivity will be raised by 15% compared with 2025. It will foster multiple complete-vehicle companies ranked in the global top 10 and multiple parts companies ranked in the global top 100. In internationalization, it aims to enhance companies’ global management capabilities and improve the reputation of Chinese automotive brands. It also explicitly calls for strengthening say in international standards and regulations.

Five Areas and 17 Key Tasks Outlined

To achieve the goals, it sets out key tasks in five areas comprising 17 items. They cover improving technological innovation capacity and optimizing and upgrading the industrial system. They include promoting cross-sector integrated development and building a scientific and efficient industry governance system. Creating a new phase of global industrial cooperation is also one of the pillars.

Four major projects were also announced. They include a key-technology breakthrough project and a project to improve standards and testing and evaluation capabilities. The remaining two are a safety-foundation strengthening project and an internationalization-capability enhancement project. Among three priority actions, it lists an “Artificial Intelligence + Automobile” development action.

The other two are building an ecosystem for key components and an action to nurture leading enterprises. An application and promotion action forms the third pillar. It forms a coherent package spanning technology breakthroughs, testing and evaluation, safety foundations, and international expansion. The intent to advance R&D, mass production, and adoption in an integrated way is clear.

Quantum Computing and Speech Recognition

Also Advance

In the same week, a series of technology announcements from China followed. According to TMTPost, TuringQ unveiled the TuringQ Gen3 photonic quantum computer. The founder presented it at the results announcement of the 2026 Pujiang Innovation Forum. It is described as the world’s first chassis-type photonic quantum computer supporting chip-scale expansion.

The machine carries a high-speed reconfigurable thin-film lithium niobate photonic quantum chip. It integrates quantum light sources, reconfigurable photonic quantum processing chips, and single-photon detection. Through a heterogeneous quantum-classical computing platform, it supports resource scaling to the 10,000-photon level on a single chip. It supports scaling to one million modes of computing resources, aiming to demonstrate quantum advantage. It will also explore applications in AI fields such as world models. The company is said to have completed filing for listing guidance and aims for an IPO on the A-share market.

In the speech field, DeepSeek is reportedly conducting limited testing of a voice conversation feature. A small speaker-shaped icon appears in the upper right of the app screen for test users. A read-aloud voice option has been added to the settings screen, with four voices to choose from. Xiaomi has released Xiaomi-CocktailASR-1, a large model for target-speaker speech recognition. Offered as an open resource, it targets extraction and transcription in environments where multiple people speak simultaneously. It adopts a large language model architecture that uses reference speech as a voiceprint cue.

Overseas Expansion of Autonomous Driving and

Electric Heavy-Duty Vehicles

Moves by overseas players are also active. Hyundai Motor Group has revealed it is developing in-house autonomous driving technology. At its core is Atria AI, an end-to-end AI model that perceives the surrounding environment and makes driving decisions. It has set mass production of Level 2++ vehicles equipped with the model for the second half of 2029. It will continue training and improving with real-road driving data and expand gradually to mass-produced vehicles. In the long term, it aims for Level 4 autonomous driving. It will cooperate with U.S. semiconductor giant NVIDIA to accelerate commercialization of advanced driver assistance and autonomous driving. Level 2+ technology jointly developed with NVIDIA will be introduced in its first mass-produced software-defined vehicle in the first half of 2028. The target for Level 2++ mass-produced vehicles was also reported as the second half of 2028.

Tesla has announced the entry of its Semi electric heavy-duty truck into the European market. According to official information, its range reaches up to 550 kilometers at a full 40-ton load. Power consumption is about 1 kWh per kilometer. A 30-minute charge with an 800-kW Megacharger can restore about 60% of its range. It supports up to 25 kW of electric power take-off, with a maximum gross combination weight of 40 tons. Its curb weight is given as 9,100 kilograms.

On the funding front, NVIDIA is reportedly in talks with Anthropic. It is considering an investment of up to $10 billion as a cornerstone investor at the time of IPO. OpenAI CEO Sam Altman said the company will not go public in 2026. He cited safety concerns and pointed to the need for coordination and public-private cooperation. Details of his remarks are also summarized in OpenAI Denies 2026 IPO, Emphasizes Safety First. He also touched on the possibility of an agreement on slowing down and jointly addressing safety risks.

Editorial Opinion

In the next 3-6 months, we expect major domestic automakers and parts suppliers in China to announce investment plans responding to the plan. Testing, evaluation, and safety-foundation projects will lead, intensifying competition for orders. Overseas players will also be forced to review their local joint-venture strategies.

In 1-3 years, we expect implementation of advanced autonomous driving on expressways to become the central axis of mass-production competition. Power and fuel consumption standards will become design constraints, driving selection among efficiency technologies. The struggle for say in international standards will become a source of trade friction.

The remaining question is whether the high 70% adoption target can be reconciled with ensuring safety. Whether the cross-sector governance system will function is also in question. Who will bear the costs of information and safety is also at issue.
